isaac 248c69a6d0 SwiftTL: plan for layered schema generation ... Six-task implementation plan covering the parser / resolver / codegen extension path described in the 2026-04-21 design spec. Tasks land end-to-end, with a final Bazel build verification of the regenerated SecretApiLayer*.swift files.
